A graduate of Syracuse University, where he majored in journalism and political science, he has written extensively on religious freedom, human rights, government corruption, freedom of information, and other subjects, and edited the popular guide, The Handbook on How to Use the Freedom of Information Act. Freedom of Information Act requests he has personally filed have resulted in the release of tens of thousands of pages of documents.
